Short answer

Loong Air publishes an official dangerous-goods table with power-bank and spare-lithium-battery handling. Power banks up to 100 Wh are prohibited in checked baggage and allowed in hand baggage or on-person carriage when protected against short circuit; power banks over 100 Wh through 160 Wh require Loong Air approval, remain cabin/on-person only, and are limited to two. Power banks over 160 Wh are not allowed, and power banks may not be used in flight and must remain switched off.
