Short answer

StarFlyer is tracked from its official restricted-baggage page for airline-owned power-bank handling: lithium-battery power banks and spare batteries cannot be accepted as checked baggage, power banks must not be stored in overhead bins, should stay at hand or in the seat-front pocket, must not be used in flight, must not be charged from aircraft power, and must be insulated against short circuit. The 160 Wh hard cap and two-power-bank quantity cap are retained from the Japan MLIT / JCAB market rule until StarFlyer publishes those fields directly.
