Short answer: Do not plan to fly on a mainland China domestic flight with a power bank that has no readable 3C / CCC mark. CAAC announced that from June 28, 2025 passengers may not carry power banks without a 3C mark, with an unclear 3C mark, or in a recalled model or batch on domestic flights in mainland China.
This is a country-specific airport screening rule, not a generic global power-bank rule. A power bank can be below 100 Wh and still fail China screening if the required certification evidence is missing or unreadable.
The physical device matters. A marketplace page, purchase history, or seller statement may help you identify a product, but airport staff can still rely on what is visible on the power bank body and whether the model or batch has recall risk.
The 2026 CCC traceability-QR pilot is a product-certification evidence upgrade. It does not make an unmarked travel power bank safer for a China domestic flight; travelers should still check for readable 3C / CCC evidence before packing.
